You can use a van, pickup or trailer to bring construction and DIY waste to some Community Recycling Centres (CRC).
If you want to do this, you must:
- be a ßÙßÇÂþ» resident, and;
- have a van permit, and;
- use one of the CRCs that accepts construction and DIY waste.

Apply for a permit
Van permits cost £10 per year and allow you a maximum of 12 visits during that year.
- You can apply for a permit online.
- You will need to provide proof that you are a ßÙßÇÂþ» resident.
- You must agree to the terms and conditions.
Once you've completed your application, your permit will be emailed to you within approximately 15 minutes. If it doesn't arrive, please check your junk, clutter or trash email folders.
When you apply for a van permit online you will be asked to read and accept the terms and conditions below before completing your application:
- Van permits are valid for 12 months from the date of issue.
- Your permit allows 12 visits and must be available for inspection, either as a paper copy or via your phone on each visit.
- The annual fee for a permit is £10.00. This is non-refundable.
Your Vehicle Registration Number (VRN) is required to apply for a permit for your van, pickup or trailer. Our system will cross check with the Driver and Vehicle Licensing Agency to ensure your vehicle is legal to be on the highway, is taxed and has a valid MOT. If it is not, you will not be eligible for a van permit to enter any of our CRCs. - If you are planning to hire a vehicle, you will need to enter ‘hire vehicle' in the ‘vehicle type’ dropdown box. You can apply for a hire permit without knowing your VRN, however, you will need to go back into your permit to enter the VRN of the hire vehicle before being allowed to enter a site. You will also be required to show your hire vehicle documentation on entry. Please ensure vehicle hire documentation is clearly displayed in the windscreen, ready for site staff to check, otherwise you may be refused entry.
- Our CRCs are only available to ßÙßÇÂþ» residents. You will be required to show proof of residency on your first visit, after which you will be given a ßÙßÇÂþ» resident sticker to display on your windscreen.
- You will also need to show proof of residency when you visit the site after renewing your permit or if you have changed your address.
- Site staff will verify the proof of residency against the details that you used to apply for your permit.
- Business addresses will not be accepted.
- Our van permit scheme is not for business use.
- ßÙßÇÂþ» resident van permits are issued and valid for you to bring in your own personal household waste only.
- You can bring chargeable waste into our CRCs in a van, pickup or trailer with a valid van permit. However, you cannot bring in non-chargeable household construction waste (including home DIY). Please read our page on construction and DIY waste before you visit. If you're planning a large DIY project, consider hiring a skip instead.
- You must apply for a van permit online using a valid email address as this is where your permit number will be sent to.
If you do not currently have an email account, it's quick and easy to create an email account. If you are unable to apply for a permit online for any other reason, please call the contact centre on 03456 009 009 for further guidance. - Only one permit will be issued per household and for one specific vehicle (per VRN).
- If you move house or change your vehicle you must to update your permit details online. If you no longer require the permit, please let us know by emailing contact.centre@surreycc.gov.uk. If we receive an application for a permit from a new resident or new owner of a sold vehicle, we reserve the right to expire permits within five working days if we are unable to contact previous residents or owners so that the new application can be processed.
- Should there be any query over residency or ownership of a vehicle, we reserve the right to request proof of either or both. This may be a driving licence, a council tax bill, a recent utility bill or a V5 logbook.
- Permits are valid to use at any one of our CRCs that accepts construction and DIY waste (subject to our terms and conditions).
The permit must match the registration number of the vehicle you have driven to the CRC. - No other third party, such as a tradesperson, should be involved or apply on your behalf.
- Your visit and the type of waste you bring will be recorded.
ßÙßÇÂþ» (SCC) may use this information to identify users with business waste to prevent abuse of the scheme. - SCC will not tolerate abuse of its staff or anyone working on SCC's behalf. Your permit and access to services may be withdrawn if you abuse the staff on site.
- We may contact you to verify or update your details.
- For better safety of your data, you will need to enable two-step verification on your ßÙßÇÂþ» account to use the new permit system. You can enable two-step verification now in your account settings by signing in to your ßÙßÇÂþ» account. You will need a mobile phone number to do this.
- Vans, pickups or trailers are not allowed access to the following CRCs:
How your personal information is used

Data protection
The information you supply will only be processed for the purposes of the van permit scheme and information will not be passed to third parties.
A valid email address is required as this is where your permit number will be sent to.
- Vehicles without side or rear windows
- Flatback vehicles
- Pickup vehicle (two- or four-seater)
- Combi vans
- Large multi-purpose vehicles where seats have been removed
- Camper vans
- Vehicle pulling trailers
Passenger vehicles where seats have been removed may also be classified as vans. This may include minibuses and large hatchback cars. If you regularly use these types of vehicles to bring large quantities of construction and DIY waste to CRCs, you will be challenged by staff.
If you own a van for your business, you can use it to bring waste to a CRC in the same way as any other van. However, you can only use it to bring personal waste and not business waste to a CRC. If you use a van for business and have a van permit, other drivers will not be allowed to use the same van at CRCs.
If you hire a van and drive it yourself, you will need a van permit to visit a CRC. You will also need to show your vehicle hire documentation and provide proof that you are a ßÙßÇÂþ» resident.

Using your permit
When you arrive at a CRC, you will need to either show the paper version of your permit or the permit on your phone. You will also need to provide evidence that you are a ßÙßÇÂþ» resident.
Your permit allows you to visit a CRC up to 12 times every 12 months. After you have made 12 visits using a van permit, you must wait until your permit expires before you can apply for a new one. To find out how many times you have visited since you got your permit,
Update your permit
To make changes to your address, email address, phone number or vehicle registration, to do so. If you have updated your ßÙßÇÂþ» address, you will need to bring proof of address to a CRC the next time you visit.
Cancel your permit
To cancel your permit, email your permit number, name, address, email address, phone number and vehicle registration to contact.centre@surreycc.gov.uk.
Transferring a permit
If you sell a van that has a van permit, you cannot transfer the permit to the new owner. The new owner will need to apply for a new van permit.
