Schools use different appeal forms depending on who runs the school.
Children with an Education, Health and Care (EHC) plan
If your child has a full and final EHC plan, do not use this form. You must use the Special Educational Needs and Disability (SEND) Tribunal instead.
Step 1: Find your school
Use the Directory of ßÙßÇÂþ» Schools:
Select Appeal for a place at this school. This will show you:
- who manages the appeal
- the appeal form and how to submit it
- the closing date for appeals
Step 2: Complete the form
Open the form and read the instructions.
Fill in every section.

Complete a separate form for each child and each school.
Step 3: Attach your evidence
Send copies of any documents you want the appeal panel to see.
You must include your written reasons for appealing when you first submit the form. We cannot accept your appeal unless you include written grounds.
You can send more evidence later, but it should reach us by the deadline in your hearing letter. You can send this to surrey.schoolappeals@surreycc.gov.uk
Evidence rules
- send copies, not originals - attach as a document, we cannot access your cloud
- include passwords for any protected files
- send evidence by 5pm on the deadline - the appeal panel may not consider evidence received after
- use PDF or Microsoft Office for digital evidence
- bring your own device if you want to show digital content at the hearing
- the appeal panel cannot consider any evidence from staff at the school you are appealing for
- ßÙßÇÂþ» School Appeals Service will not request evidence on your behalf (for example from GPs, social workers or teachers).
- if you make claims about another school, the council may check them
In-year appeals and school holidays
We hear in‑year appeals within 30 school days of when you submit your appeal.
We do not hold hearings in school holidays.
If you appeal near the end of term, we may hear it in the next term.
If you appeal near the end of the summer term, your hearing may be in the new school year.
