Guildford parking review 2024

There are a number of stages involved in the review, as shown in the list above, and we are currently in the advertising and objections stage.


Introduction

Beginning in July and continuing through August 2024, we carried out assessments on-street of the parking issues across the borough once again. These were issues of concern that had been brought to our attention largely by members of the public, the police, councillors and highway officers since the previous review took place. We visited, assessed, and prioritised requests for new or amended parking controls in different locations across the borough.


Authorisation

We discussed our recommendations with County Councillors and reached agreement about which changes to the current parking restrictions we should propose to introduce in this parking review and the Parking and Traffic Enforcement Manager gave authorisation for us to advertise our intention to introduce them.


Advertising and objections

During October, we formally advertised our intention to make changes to parking within the Guildford controlled parking zone (CPZ) in the centre of the town and in the parished areas of the borough. Between November and January we advertised our intention to make changes to parking in the rest of Guildford outside the town centre CPZ.

We advertised the proposed parking changes by way of notices published in the ßÙßÇÂþ»­ Advertiser. We also put up notices on street light columns, and some other street furniture, where we proposed to make changes to the on-street parking. The notices gave details about where to see more information about the proposals, how to submit comments about them and when the closing date was. We also sent letters with the same details to some of the properties next to or near to where changes were proposed.

At the bottom of this page, there are three documents, called the Statement of reasons for Guildford controlled parking zone proposals (PDF), the Statement of Reasons for Guildford town proposals (PDF), and the Statement of reasons for parished area proposals (PDF) which contain a description of the proposed changes in each different area and why we wanted to introduce them. They are listed in electoral county division and then by area. There are also sets of drawings showing the proposals, which are sorted into the relevant electoral county divisions. Within the document and in a separate drawing pack, there are also details of proposed new parking places for e-bikes and an electric vehicle charging point.

Now that the advertising period for all the proposed new restrictions has ended, we are analysing all the feedback that we received before collating it into a report and moving on the the Approval stage (see below).


Approval

By law we have to consider all the objections, that we have received during the advertising period and we also take note of any other comments and indications of support that we have received. To do this, we share a report containing all the feedback that was received during the advertising period with the Parking and Traffic Enforcement Manager and the relevant county councillors, who are responsible for making the final decisions about which of the proposed changes to parking go ahead. At this stage it is possible that some of the proposals may be changed slightly (although no new significant extra restrictions can be added), or dropped completely. Once all the discussions about what to do have finished and the decisions about all the proposals have been agreed, we compile a final decisions report.

We publish the decisions report on this page and contact everybody who participated during the advertising stage of the process, letting them know that report is available to read. For those who responded by letter, we send a copy of the outcome to them in the post.


Implementation

We then prepare an order for the necessary lining and signing work to install the agreed changes and place it with our contractors, as well as making the final traffic regulation order (TRO) amendments. This means that one the lining and signing has been completed, all the agreed changes to parking restrictions become enforceable by patrolling civil enforcement officers.
