School transport: contracts for providers

Important update

The current Dynamic Purchasing System (DPS) ends in April 2026.

We’re moving to a new Open Framework Agreement, opening for applications in autumn 2025.

The DPS closed to new applications on 30 June 2025.

We won’t review or process any applications sent after this date.

Drivers and passenger assistants

All drivers and passenger assistants must be vetted through the ßÙßÇÂþ»­ School Travel and Assessment Team (SSTAT) Identity Badge (AIB) scheme.

Only staff working for approved SSTAT operators can apply.

How to apply

New applicants must:

Passenger assistant responsibilities

Passenger assistant (PAs) must:

  • wear their authorised ID badge
  • watch carefully when children leave the vehicle
  • keep children safe when getting on or off
  • report behaviour issues to the headteacher
  • keep children on the vehicle if not met, and call the school or Pupil Services
  • take the child to the nearest police station if no contact is made

PAs must not:

  • leave the vehicle to collect children
  • allow pick-ups or drop-offs at unauthorised stops
  • change the route or run early without permission

Major incidents

If there’s a serious incident:

  • Emergency services manage the scene
  • SSTAT works with emergency services and operators to share updates
  • Schools contact parents and account for all children
  • Our Contact Centre answers calls from parents who can’t reach the school
