There are a number of stages involved in the review, as shown in the list above. We are currently at the authorisation stage.
Introduction
We have been looking at on-street parking concerns across the borough by carrying out site assessments during September and October of this year. The sites we assessed were locations of concern that have been brought to our attention largely by members of the public, councillors and highway officers since the previous took place. We assessed the requests based on road safety, accessibility, congestion and the possibility of displacing a problem elsewhere and how many people have requested a change. We then prepared drawings and a statement of reasons showing and explaining our findings and recommendations.
Authorisation
We are now presenting these drawings, and the statement of reasons to the county councillors for Woking Borough. Each county councillor is reviewing the proposals for their division with the parking engineer. They will agree on the locations to take forward for formal advertising.
Advertising and objections
Formal advertising of the proposals lasts for 28 days. For this review, it will be in 2026. Street notices are put up at each location where a change to existing or new parking controls are proposed, when the advertising begins. Properties fronting the street where the change is proposed, are written to individually. A public notice is published in local newspapers and on this page of County Council website. During the 28 day advertising period the public can submit their views on what is being proposed. Feedback can be submitted via an on-line form, a link to which will appear on this page at the time or by writing in to the council. The address to write to will appear when the advertising and objections stage of the review is reached.
Approval
All the feedback received following the 28 day advertising period will then be separated out by county councillor division and then individual proposal and complied into a report. The parking engineer will make a recommendation on how to proceed at each location, taking the feedback submitted into account along with the assessment criteria. The report will then be discussed with county councillors and the Traffic Enforcement and Parking Team Manager. They can either agree with the parking engineers recommendation or make their own decision on how to proceed.
Public feedback can result in a proposal being dropped completely or a reduced scheme being installed. It is not possible to enlarge a scheme beyond what has been formally advertised. If no objections are received for an individual proposal, it will proceed and be implemented as advertised.
Once final decisions have been agreed, they will be published in a Decisions Report. The report will be published below on this web page. Everybody who responds during the advertising proceed will be notified when the Decisions Report is available to read. The report summarises the feedback anonymously and states the final decision with an explanation where necessary.
Implementation
Each location we are proceeding with is then revisited, measured and marked out in preparation for the new parking scheme to be installed. Orders for lining and signing works are then raised and placed with contractors.
A final Traffic Regulation Order (TRO) will then be made and published. This will make all the changes that have been made in the parking review legally enforceable.
