Supporting children and young people with Additional Needs and Disabilities (AND) remains one of the Council’s highest priorities. Since 2018, we’ve made significant improvements to our Special Educational Needs and Disabilities (SEND) services, despite operating within a national system that the Government itself has recognised as broken and in urgent need of reform.

Below is information about ßÙßÇÂþ»­’s SEND service performance, compared to previous and national data, showing the results of the improvements we've made.

What SEND looks like in ßÙßÇÂþ»­

  • 229,700 children and young people living in ßÙßÇÂþ»­
  • 46,000 with Additional Needs and Disabilities (AND)
  • 16,870  children and young people with a statutory Education Health and Care Plan (EHCP).
    • This is more than double the number in 2018
    • The third highest in the country

Percentage of EHCP deadlines met

We have significantly improved the timeliness of issuing EHCPs. Between January and June 2024, 27% of EHCPs were completed within the statutory 20-week deadline. This rose to 90% between January and June 2025. For comparison, the national average for the full year of 2024 was 46.4%.

The legal timeframe for issuing an EHCP is 20 weeks.

Audited EHCPs graded satisfactory, good or outstanding

We have made strong improvements in the quality of EHCPs. In August 2024, 73% of audited EHCPs were graded as satisfactory, good or outstanding. By May 2025, this had risen to 99%.

Eligible children in ßÙßÇÂþ»­ who had up-to-date annual review actions completed

We’ve made progress in keeping annual review actions up to date for children with EHCPs. In May 2024, 53% of eligible children had their annual review actions completed. By May 2025, this had increased to 72%.

Investing in SEND

We are investing over £211 million to improve specialist education provision in ßÙßÇÂþ»­.

SEND Capital Programme

As part of our SEND Capital Programme we are increasing year on year the number of specialist places in mainstream schools, special schools and alternative provision locally.

In September 2019, there were 3,320 specialist places available locally. By September 2025, this is projected to rise to 4,560 - a 37% increase.

Investment in staff

The number of permanent ßÙßÇÂþ»­ staff directly supporting families through the needs assessment and EHCP process is increasing from 81 to 141.

Mediation and Dispute Resolution

For the cases that have been allocated so far, the Mediation and Dispute Resolution team have reduced the number of families needing to proceed to tribunal hearings by 57%.

How ßÙßÇÂþ»­ compares to national averages

The average achievement of a student across 8 GCSEs or equivalent is called the ‘average attainment 8 score’. The average achieved by pupils receiving Special Educational Needs Support in ßÙßÇÂþ»­ is 37.5, whereas nationally the average is 33.1.

Pupils with AND in ßÙßÇÂþ»­â€¯achieved better educational outcomes than their peers nationally in almost all end of Key Stage assessments in 2024.

Children missing education is defined as ‘children of statutory school age without a school place and with no alternative provision in place’. The national percentage is 0.5%, whereas in ßÙßÇÂþ»­ it is only 0.1%

Our improvement journey

We know there is still work to do, but we are pleased with the progress that has already been made because we know that it’s improving the experiences of children and their families. We are reviewing every aspect of our SEND system to ensure we deliver the best possible outcomes for children and young people in ßÙßÇÂþ»­.

Together, with families, schools, and professionals, we are building a SEND service that is responsive, inclusive, and focused on what matters most: helping every child and young person thrive.
